On February 28, the construction project of Hainan Free Trade Pilot Area (the second batch) was centralized and the signing ceremony was held as scheduled. Liu Zhigui, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended the main conference venue in Haikou and announced the start of the project. Shen Xiaoming, Deputy Secretary of the Provincial Party Committee and Provincial Governor, made a speech. According to the strategic orientation of the core cities of the pilot zones of comprehensive deepening reform and opening-up, national ecological civilization, international tourism consumption center and national major strategic service guarantee zones, Haikou City is focusing on Developing Headquarters Economic projects, helping to expand regional economic aggregate, enhance industrial level, form industry and talent agglomeration, enhance core competitiveness, and gradually build and modernize its industrial system. To adapt to the new headquarters economic structure, Hainan Free Trade Pilot Area (Port) will be built.

On the same day, under the joint witness of the main leaders of Hainan Provincial Committee and Provincial Government, Handi Group and Haikou Municipal Government signed the strategic cooperation agreement of headquarters economic projects. Handi Group will set up subsidiaries in Haikou to form a headquarters enterprise scale according to the actual operation situation, and assume the responsibilities of financial settlement center, raw material supply center, global sales center of liquid petrochemical products, global logistics center, international business management center, products exhibition center and new material research center. Also, some headquarters economic functions such as Development Center, Group Staff Training Center and International Exchange Center.

In the future, Handi Group will take part in the construction of Hainan Free Trade Pilot Zone and Free Trade Port with Chinese characteristics in depth under the headquarters economic thinking, continue to expand the business territory of Hainan, build a free trade zone and a free trade port for Hainan, build a "three regions and one center" and contribute to the "strength of Handi".
