On June 5th, Beijing time, Zhu Haiyi, deputy general manager of Hainan Handi Sunshine Petrochemicals Co., Ltd., accepted the interview by Chinese Chemical Industry Daily, and shared his interpretation of the new National Standard of industrial white oil that had been implemented this month. He believed that the implementation of the new standard could promote the upgrading of refinery technology and product quality, and distinguishing the white oil and other similar products. Apart from it, it helps to standardize the order of the market.



The new national standard for industrial white oil was formally implemented on June 1st. Zhu Haiyi, deputy general manager of the domestic white oil leading enterprise, Hainan Handi Sunshine Petrochemical Co., Ltd., on June 5th, said that the implementation of the new standard can promote the upgrading of refinery technology and product quality, and distinguish the white oil from other similar products, and help to standardize the market order. In particular, the new standards make clear numerical requirements for sulfur and aromatic hydrocarbons, so that some of the so-called "white oil" production enterprises, such as oil and diesel, can be expelled from the market.


It is understood that the introduction of the standard of industrial white oil in 2002 has made great contributions to regulating the emerging white oil market in China at that time. However, with the passage of time, the demand for the quality of oil products and environmental protection indexes in the domestic market is getting higher and higher. The original standard has not put forward clear index requirements for the pour point, sulfur content and aromatics content. It is difficult to meet the market demand and policy orientation. The new standard makes a clear numerical requirement on the limitation of sulfur content and aromatic content. In terms of pour point, the new standard for industrial white oil requires that class I 5# is not higher than 0℃, 7# and above brands are not higher than -6℃, class II 5# is not higher than -3℃, and 7# and above brands are not higher than -9℃. For sulfur content, the sulfur content of type I white oil is not greater than 10mg/kg and class II is not greater than 5mg/kg. Aromatics content is not more than 5% in class I, and not more than 0.2% in Category II.


As part of the specialty oil industry chain, some indicators of base oil and white oil are similar, which gives some base oil producers a tax-free opportunity. Therefore, some base oil production enterprises have changed their names and joined the ranks of tax avoidance. Secondly, the composition of diesel oil is similar to that of the white oil. In some local refineries and private enterprises, in order to avoid the consumption tax, increase the profit of the enterprises, actively test the transformation of the original equipment and actively increase the production of white oil products.


"The revision and implementation of the new standard of industrial white oil has raised environmental protection requirements to a new level." Zhu Haiyi said. At the same time, the new standard of industrial white oil has eliminated the ambiguous division of 'old style' of 'superior quality grade' and 'qualified grade'. In turn, the industrial white oil is divided into class I and class II according to the different specific indexes such as color, pour point, sulfur content, aromatics content, sulphuric acid color display, and so on. The purpose is to expect class I white oil production enterprises can strive to achieve the goal of advancing to the category II enterprises, so as to achieve real industrial upgrading.


"We can see from the new standard that the new standard index of industrial white oil is more stringent. This is a relatively heavy blow for some small scattered factories that do not have deep processing capacity. Zhu Haiyi said.


He believes that after the implementation of the new standard, the products produced by the white oil enterprises will have to further desulphurization and dearomatics and upgrade the quality of the products. This requires the white oil production enterprises to replace the product equipment and production process in an all-round way. In addition, the new standard added 150 #, 220 #, 320 # and other three high viscosity standards, so that refineries are faced with raw materials, technical upgrading requirements.
